Training pants can hold a single wetting without leaking through. They usually pull-up/pull-down, so they can be taken up or down by the child wearing them. We recommend relying on underwear when possible, save the training pants for trips outside of the house. When you start potty training your child, the onus is on you to establish a routine, you will pay more attention if your child is wearing underwear (it's very tempting to treat a pair of training pants like a diaper). Good luck!
